LCCC programs secure Level 1 and Level 2 accreditation from NNQAA
La Carlota City College (LCCC) was officially recognized for its commitment to academic excellence during the annual National Network of Quality Assurance Agencies (NNQAA) Quality Assurance Summit and Conferment Ceremony, with the theme "Responsible Future, Quality Assurance in Action", held at the Heritage Hotel Manila, March 5. The college was granted the 2024 Certificate of Accreditation following a rigorous technical review by the NNQAA Board and a recommendation from the Commission on Accreditation for Local Colleges and Universities (ALCUCOA), Inc. As per Board Resolution No. 21, Series of 2024, five academic programs at LCCC have officially achieved Level 1 Accreditation Status, while four programs have achieved Level 2 Status. The Level 1 accredited programs include: Bachelor of Secondary Education – Major in Filipino (BSED Filipino), Bachelor of Arts in English Language Studies (BAELS), Bachelor of Science in Business Administration – Major in Financial Management (BSBA FM), Bachelor of Science in Management Accounting (BSMA), and Bachelor of Public Administration (BPA). Meanwhile, the Bachelor of Secondary Education – Major in English (BSED English), Bachelor of Secondary Education – Major in Mathematics (BSED Math), Bachelor of Elementary Education – General Education (BEEd GenEd), and Bachelor of Early Childhood Education (BECEd) have achieved Level 2 Status. This accreditation is valid from February 8, 2024, to February 8, 2027. According to the NNQAA, this accreditation signifies the institution’s commitment to academic excellence, sustainability, and transformation. For the LCCC Community, this designation serves as formal validation of the quality of instruction and administrative standards maintained by the institution. The conferment was led by NNQAA President Dr. Anthony M. Penaso and Chairman Dr. Raymundo P. Arcega, CESE. The award was received by Dr. Maylin M. Tongcua, LCCC's Vice President for Academic Affairs.
"The Commission on Higher Education (CHED) Regional Office VI/XVIII, through its Office of Institutional Quality Assurance and Governance (OIQAG) team, conducted an on-site validation at the La Carlota City College Main and Cubay campuses for the renewal of the college's institutional recognition dated September 9, 2025 The evaluation team was composed of Regional Director Raul C. Alvarez Jr., along with Dr. Louie U. Callora, Dr. Lourdes Cesar, Dr. Roxanne I. Edrosolano, Mr. Foulette Gunao, and Mr. Glenn Marco Antonio. The team evaluated four key areas: Mandate and Purpose, Establishment and Governance, Appropriateness of the Facility, and Sustainability of Operations. This evaluation was conducted to ensure Higher Education Institutions HEIs) comply with quality standards, check their compliance with policies and guidelines, and verify they are still able to provide accessible, relevant, and quality education. City Mayor Jose Luis "Joelu" Jalandoni, along with other city officials and College President Dr. Larnie Sam A. Tabuena, and the college administration, were present during the evaluation. During the exit conference, CHED provided recommendations and suggestions for areas that need improvement to ensure the school's institutional quality.
Dr. Raymundo P. Arcega, Chairman, NNQAA and President/Executive Director of ALCUCOA presented the accreditation results to La Carlota City College at the Graduate School Library, JPRC Building, Main Campus, today, March 12, 2024. "As chairman of the Board [...] my unconditional support to the efforts of the institution led by Dr. Tabuena, in striving for excellence and development of this institution." An inspirational message was given by Hon. Mayor Rex R. Jalando-on. La Carlota City College held a video conference today, February 26, 2024, at the Graduate School Library, with the Association of Local Colleges and Universities Commission on Accreditation (ALCU-COA) President and Executive Director, Dr. Raymundo P. Arcega. The theme "The Role of Quality Assurance in Addressing the Learning Crisis," as part of The Second Congressional Commission on Education (EDCOM II) Report and the Philippine Business for Education (PBEd), was for the purpose of reviewing, assessing, and evaluating the formal and alternative learning systems of education at all levels and the business community's response to the need for greater education and economy alignment. Dr. Arcega highlighted the different areas of concerns: Childhood Care and Development, Basic Education, Higher Education, Teacher Education, Technical Vocational Education and Training & Lifelong Learning, and Governance and Finance. The end of the three-day on-site accreditation of La Carlota City College (LCCC) by the Association of Local Colleges and Universities - Commission on Accreditation (ALCU-COA) was met with an exit conference on February 7, 2024 at the school's Graduate School Library. Together with Mayor Rex R. Jalando-on and the ALCU-COA team of accreditors, the LCCC faculty and staff kickstarted the program with welcome remarks from Dr. Larnie Sam A. Tabuena, the College President. Hon. Jalando-on followed suit and gave his remarks as well. As the Chairman of the Board of Trustees, he remarked that this is the first time he has ever seen all the employees gathered in one room and took the opportunity to thank them for their hard work. After the College President and the honorable Mayor has given their oration, the sharing of overall impressions of the program and area accreditors have begun. The ALCU-COA accreditors have shared the commendable and exemplary strengths of the College as well as the areas where the institution needs improvement. They hope that their recommendations and suggestions will be well-received for the betterment of LCCC. To conclude the sharing of overall impressions, Dr. Imelda P. Soriano—the supervising accreditor—has spoken the accreditation team’s words of gratitude toward the College. She notes that in all her ten years of accrediting schools and colleges, this is the first time that a mayor has attended the exit conference. With this, she felt the sincerity and eagerness of Hon. Jalando-on to really be involved in the amelioration of La Carlota City College. Subsequent to hearing the remarks and thanks of the accreditors, Prof. Rasel G. Reyes, the Chairman of the Quality Assurance Center, together with Prof. Leah D. Velasco, Vice President of Finance, Mayor Rex Jalando-on, and Dr. Larnie Sam A. Tabuena, presented the plaque and token of appreciation. These were received by Prof. Roilingel Calilung (Library Area Accreditor), Prof. Earl Joseph M. Borgona (Program Accreditor, BSBA - Financial Management), Dr. Dolores Doronila-Borras (Program Accreditor, BSED Filipino), Dr. Rosemarie D. Sabado (Program Accreditor, BEED General Education), Dr. Ronald Gonzales (Program Accreditor, BSED ENGLISH and BA English), Dr. Valentino Baac (Program Accreditor, BS Public Administration), Dr. Rebecca C. Tolentino (Program Accreditor, BSED Math), Atty. Gloria V. Bañas (Program Accreditor, BS Management Accounting), and Dr. Imelda DP. A stakeholders conference took place yesterday, February 6, at LCCC’s Graduate School Library. The scheduled conference was divided into three discussions for the following: alumni, parents, barangay officials, and other stakeholders; students and student leaders; and LCCC’s faculty and staff. La Carlota City College extends a warm welcome to the Association of Local Colleges and Universities Commission on Accreditation (ALCU- COA) and the team of accreditors with the on-site accreditation today, February 5, 2024. Arrayed on the campus ground fronting the Rose of Sharon, JPRC and the new building, are first year students of the five colleges for the entrance of colors. Subsequent to this is the opening program held at La Carlota City Gymnasium 1. The program commenced with the entrance of the academic and administrative council, city government officials, board of trustees, Hon. Mayor Rex Jalando-on, College President, Dr. Larnie Sam Tabuena, and the ALCU- COA officials and accreditors. "Despite the fact that we have different perspectives on quality excellence and standards, we have different views and arguments about what quality is. One thing that we have in mind is that we envision La Carlota City College as a premiere educational institution of academic excellence, high moral integrity and creative interdisciplinary integration," said Dr. Larnie Sam Tabuena in his welcome remarks.
